Terms of Service

Welcome to the Tariffville Water Commission (“TWC”). By accessing, using, or receiving water service from TWC, you (“Customer”) agree to comply with the following Terms of Service. These terms outline the conditions under which TWC provides water service, billing, and related customer programs.

  1. Service Provision

TWC provides public water service to eligible properties within its service area in accordance with federal, state, and local regulations, including public health and environmental standards.
TWC reserves the right to approve, modify, or discontinue service based on infrastructure capacity, regulatory requirements, or customer compliance.

  1. Customer Responsibilities
  • Accurate Information: Customers must provide current and accurate billing and contact information, including any changes in ownership or occupancy.
  • Access to Property: Customers must allow TWC or its authorized agents reasonable access to meters, curb stops, and service lines for reading, maintenance, inspections, or emergency service.
  • Customer-Owned Infrastructure: All plumbing, piping, and fixtures on the customer’s side of the curb stop are the sole responsibility of the customer and must comply with state plumbing codes.
  • Prohibited Actions: Tampering with, bypassing, or obstructing TWC infrastructure—including meters, valves, and service lines—is strictly prohibited and may result in penalties, legal action, and/or service termination.
  1. Billing and Payment
  • Billing Schedule: Customers are billed on a regular schedule as determined by TWC.
  • Payment Methods: Payments may be made by mail, in person, or online through TWC’s approved payment processor.
  • Online Payments: Customers choosing to pay online through the TWC website agree to the terms of service of the third-party payment processor. Processing fees may apply.
  • Due Dates & Late Fees: Payment is due by the stated due date. Late payments are subject to applicable late fees and/or penalties.
  • Delinquent Accounts: Accounts with unpaid balances may be subject to water service suspension or termination after notice. Service restoration may require payment of the full balance plus applicable fees.
  • Returned Payments: Fees may be assessed for returned checks or failed electronic payments.
  1. Property Transfers and Final Statements
  • Final Billing: Property owners who are selling or transferring ownership must contact TWC to request a final billing statement.
  • Closing Documentation: Final statements must be settled prior to the completion of property transfer. Unpaid balances remain the responsibility of the property owner of record.
  • New Ownership: New owners must complete an account setup with TWC to ensure uninterrupted service.
  1. Service Interruptions

TWC may temporarily interrupt water service for scheduled maintenance, system upgrades, repairs, or emergencies. Advance notice will be provided when feasible.
TWC is not liable for damages resulting from service interruptions, pressure fluctuations, or temporary water quality changes associated with maintenance activities.

  1. Water Quality and Use

TWC monitors and reports water quality in compliance with applicable state and federal regulations. Annual Consumer Confidence Reports (CCRs) are made available to all customers.
Customers may not connect any device or system to the public water supply that poses a cross-connection or contamination risk.

  1. Lead Service Line Inventory & Compliance
  • Regulatory Requirement: In accordance with federal and state regulations, TWC is required to maintain an accurate inventory of service line materials.
  • Customer Participation: Customers must cooperate with inspections or submit service line information and photographs upon request to assist in this inventory.
  • Notification: Customers will be notified if their service line is identified as lead, galvanized requiring replacement, or of unknown material.
  • Follow-Up Actions: TWC will coordinate with affected customers to meet compliance deadlines and health protection requirements.
  1. Liability

TWC is not responsible for damage to private plumbing, appliances, or property caused by fluctuations in water pressure, service interruptions, or events outside of TWC’s direct control, except where negligence is proven.
Customers are encouraged to install pressure-reducing valves and backflow prevention where appropriate.

  1. Policy Violations and Enforcement

Violation of these Terms of Service, including unauthorized connections, tampering, or nonpayment, may result in service suspension, penalties, or legal action.

  1. Modifications to Terms

TWC reserves the right to update or modify these Terms of Service at any time. Updates will be posted on the TWC website and/or mailed to customers. Continued use of service after such updates constitutes acceptance of the revised terms.

  1. Dispute Resolution

Customers may dispute billing or service issues by submitting a written inquiry to TWC. Disputes will be reviewed and resolved in accordance with TWC policy and applicable regulations.
